Swellendam Steam Express

I am investigating the possibility of running a Steam Train Ride starting from Swellendam and running to Bonnievale or Robertson, on behalf of the Tourism Association in Swellendam, Western Cape. I have done a bit of research on the Outeniqua Tjoo Tjoo and that seems pretty much what we are looking to establish. Is there anybody who can help answer some of my questions? ie:
1) Can the existing railway line support a Steam Train?
2) Are there special requirements to be met to run a Steam Train on a line?
3) How do I get hold of a Steam Train ; )?
4) Are there any people interested in helping run such a project in the Swellendam/Robertson/Worcester area?
