Bill in Congress would require two-person crews

Tell that to the private railway companies in UK who are insisting on one person operation of trains!

I recall several years ago seeing an interview with an onboard train crew member who was in the UK Ladbroke Grove crash. He had been a guard for many years but they had recently replaced guards with differently-titled onboard stff. The driver was killed in the crash and since there was no guard, there was nobody left alive to protect the train. This particular staff member, because he had been trained as a guard and therefore knew how to do it, went and protected the train, but real concerns were raised that it was just a matter of luck that there happened to be a trained ex-guard on duty, as most of the onboard revenue collection and/or hospitality staff would not have had that level of training.
